I assumed that the what stood for a pronumeral.  Let's call it W

$$\\\frac{1}{17}=17W\\\\
\mbox{divide both sides by 17}\\\\
\frac{1}{17^2}=W\\\\
W=\frac{1}{289}\\\\
SO\\\\
\frac{1}{17}=17\times \frac{1}{17^2}$$

Why don't I understand this answer? 

Is this just having a poke at the argument: you can set the question equal to what ever you want?
