Let's  walk this through step-by-step

[ 2x - 4] / 3   + 2   = 1/2      multiply through by the common denominator of 2 and 3   = 6

2 [2x - 4] + 12  = 3              subtract 12 from both sides

2 [2x - 4 ]  = - 9    simplify

4x - 8   = -9          add 8 to both sides

4x   = -1               divide 4  by both sides

x  =  -1/4

$${\frac{\left({\mathtt{2}}{\mathtt{\,\times\,}}{\mathtt{x}}{\mathtt{\,-\,}}{\mathtt{4}}\right)}{{\mathtt{3}}}}{\mathtt{\,\small\textbf+\,}}{\mathtt{2}} = {\frac{{\mathtt{1}}}{{\mathtt{2}}}} \Rightarrow {\mathtt{x}} = {\mathtt{\,-\,}}{\frac{{\mathtt{1}}}{{\mathtt{4}}}} \Rightarrow {\mathtt{x}} = -{\mathtt{0.25}}$$
