A LADDER IS PLACED AGAINST A WALL. TO BE SAFE, IT MUST BE INCLINED AT 70 DEGREES AND 80 DEGREES TO THE GROUND IT IS 1.5 METRES FROM THE WALL AND 5.8 METRES HIGH. IS IT SAFE AND WHY?

I think you must mean between 70° and 80°  to the ground......if so, we have

 

tan-1(5.8 / 1.5) = about 75.5°

 

So...it is safe....
