2 x + 3y = 21      slope  = - 2/3    parallel slope is the same = - 2/3

 

slope calculation (y1-y2) / (x1-x2)                ( it does not matter which point you assign 1 or point 2)

                           (17- -9)/ (j-2) = - 2/3

                                j = -37
