1:24    means there is   1 out of (1+24 =25)    or  1/25 saline in the first dilution

then mix this 1/25     in a ratio of 1:3     meaning   1/4    of     1/25   is now saline =  1/100 is saline

1/100th of 200 =  1/100   * 200 = 2 ml saline in 200 ml of the twice diluted mix .
