For the equation  x + 3y  =  -8

                                  3y  =  -8 - x

                                    y  =  (-8 - x) / 3

 

When  x = 0,  y = -8/3.

For any positive value of x, y will be smaller than  -8/3.

So, the range of y is:  y  <=  -8/3.
