We need to find the slope of 9x+12y=15

 

In this form,   Ax + By  =  C....the slope is given by   -A / B  =  -9 / 12  =  -3 / 4

 

And a line perpendicular to this will have a negative reciprocal slope = 4 / 3

 

So.....the equation of a line with this slope passing through (10, 16)  is given by :

 

y = (4/3) ( x - 10) + 16     simplify

 

y =  (4/3)x - 40/3 + 16

 

y = (4/3)x - 40/3 + 48/3

 

y = (4/3)x + 8/3    and this is in slope-intercept form
