X-int is when y = 0

0 = -2x - 3

3 = -2x

x = -3/2

y - int is when x = 0

y = -3

(x-int)x = -3/2 and (y - int)y = -3

y = -2x - 3

For the y intercept....let x  = 0

 y = -2(0) - 3   =  -3

For the x intercept....let  y  = 0

0 = -2x - 3      add 3 to both sides

3  = -2x     divide both sides by -2

-3/2   = x
