Here is a hint for you. If two lines are perpendicular, the product of their slopes is -1. With this hint, try finding the slope of the other equation and plugging in x=-5 and y=7 to get the y intercept! :D

5x+8y=16 --> 8y=-5x+16 --> y=-5/8x+2. To be perpendicular, slope has to be 8/5. So y=8/5x+b. We can plug in given coordinates to get 7=8/5*-5+b -->7=-8+b --> b=15. So eqn is y=8/5x+15 or in point-slope form, y=8/5x+15 --> 5y=8x+75 --> 5y-8x=75
