To put some flesh on Natthada's answer:

 

There are 9 gaps between the 1st (innermost) circle and the 10th circle.  The distance between each circle is therefore  (radius of 10th circle - radius of 1st circle)/9  = (61 - 6.1)/9 = 6.1 cm

 

There are 3 of these gaps between the 1st and 4th circles, hence radius of 4th circle = 6.1 + 3*6.1 = 24.4 cm, so the diameter of the 4th circle is 48.8 cm.
