What is an equation of the line that is perpendicular to the line y = -2/3*x - 1 and passes through the point (-4,2)?

Perpindicular is oposite slope, (-2/3) to (3/2). 

y = 3/2x+b

Now we just need to find b, and we can plug in the point (-4, 2)

2 = (3/2)(-4)+b

2 = -6 +b

b = 8

So our equation is y = 3/2x+8
