Because the circle is tangent to the y-axis at \((0,8)\) tells you that the y-coordinate of the center is 8. 

 

Now, recall that any 2 points that lie on the circle must be equidistant to the center. Use the distance formula, set them equal, and substitute \(y = 8\)
