(19 -7.25 - 2.75)/ .50 = ...........     packages   (round DOWN to ensure he save at least 2.75)

 

 

or for an inequalty

 

19 - 7.25  -  .50 x   >  2.75       pick the largest integer  'x' so that he still saves 2.75
