Can we turn a proper fraction into a mixed number?

A proper fraction is less than 1 so you cannot turn it into a mixed number.   

Perhaps you mean an improper fraction?

$$\frac{17}{3}$$

3 goes into 17       5 times with 2 left over so the answer is      $$5\frac{2}{3}$$
