2x -3 y =  8   rearrange as

3y = 2x - 8    divide both sides by 3

y = (2/3)x - 8/3

The gradient (slope) is  2/3   and the y-intercept is  -8/3     ..... or (0,  -8/3)   expressed as a coordinate
