Suppose the digits 1, 2, 3, and 4 are numerators or denominators of a fraction. 

If these fractions can only have single digit numerators and denominators, and that the numerator and denominator can be equal, how many fractions can you make?

There are 16 possibilities, 4 for the numerator and 4 for the denominator.

But, some of these are duplicates; for example:  4/2  =  2/1

 

I would suggest that you write out the entire list and remove the duplicates.
