0/0 is known as an "indeterminate" quantity

 

To see why....note that   

 

6/2 = 3   because   3 * 2 = 6

 

But

 

0/0 = any real (or non-real)  .....    because.....  real * 0   or non-real * 0    both equal 0

 

Thus, we cannot determine exactly what 0/0 might be

It's neither: it's called "undefined". You are NOT allowed to divide by zero.
