I dont understand what the question says or how to solve it.

I did but this part:

I get when it asks to multiply the first question by constant but after that its just a blur in my head.

They both have 15x on the left side

If you TAKE the second left side of the first left side you will get rid of the x'es

The whole aim is to get rid of one of the letters.   Sometimes you add and sometimes you minus.

15x-2y=16

15x-7y=51

15x-15x   -2y- -7y = 16-51

0       -2y + 7y = -35

5y     =  -35

y      =   7

now substitute to get x
