First find the equation of the line: 

slope of line is (-2-7)/(-3-(-1)=9/2

in point slope form: y-7=9/2(x+1)

                               y-7=9/2x+9/2

                               y=9/2x+23/2

substitute x

y=9/2(-6)+23/2

y=-31/2
