$$m=\frac{8}{5}\\ y_2=m(x-x_2)+y_2\\ y_2=\frac{8}{5}(x-10)-10\\ \color{blue}y_2=\frac{8}{5}x-26\\ y_2=mx\ +\ b$$

$$m+b=-24.4$$
