CPhill need help with this problem it states  "Use the formula windchill temperature 35.74+0.6215T-35.75V4/24+0.4275TV4/25.

This is an empirical formula for the wind-chill temperature (in °F) where the ambient temperature is T°F and the wind-speed is V miles/hr.  It's normally written as:

$$$$WCT=35.74+0.6215\times T-35.75\times V^{0.16}+0.4275\times T\times V^{0.16}$$

 

(Notice that 0.16 = 4/25)
