two decimal places means two digits behind the dot (for example 2.34)
If we want to round of the number 3.4652943 then we examine the third digit behind the dot (which in this case is a 5)
If the number is a 5,6,7,8 or 9 we add 1 to the second digit behind the dot.
if the number is 0,1,2,3 or 4 we leave the second digit as it.
So 3.4652943 would become 3.47 and 3.4642943 would become 3.46
