If he always works at 30newspapers per hour then the time taken will be dependant on the number of newspapers her has to deliver.
If he always has the same number of newspapers and his speed is
about 30 newspapers in an hour then the time taken will be dependant on the speed.
I guess in both cases the time is the dependant variable. Maybe I have answered your question afterall.
