A direct proportion would be something like y = k x   where k is a proprtionality constant

from the first set of data points we can see   

y = k x

18 = k (10)     or k = 1.8

 

so for the second set of points    y = P = (1.8) 35 = 63   so P = 63

 

for the tird set of data points     9.9 = (1.8) Q      Q = 9.9/1.8 = 5.5   so Q  = 5.5
