I'm sure you know the equation for a circle is (x-h)^2 + (y-k)^2 = r^2. Also the center is represented by (h,k).

 

In you situation -4 is h and -9 is k, also r is 10. Simple plugging in from this point. Give me your answer and I'll see if it's correct or not.
