To find an equation of a circle, you start by finding the center coordinates, (-2, 3), you also need the raduis, 7. 

Since the x coordinate is -2, the first part is (x+2) since -2+2 = 0. 

The second part is (y-3) since 3-3 = 0

(x+2)^2+(y-3)^2 = r^2

the raduis is 7, and 7^2 = 49. 

(x+2)^2+(y-3)^2 = 49.
