Here you go :-

 

2y = 8x - 6 

⇒y = 4x - 3

\({dy \over dx} = 4\)

Slope of perpendicular line = -1/4

Hence, equation of line

\(y - 3 = ({-1\over 4})({x - (-3)})\)

\(4y - 12 = -x - 3\)

\(x + 4y = 9 \)
