Here you go :-

2y = 8x - 6

⇒y = 4x - 3

$${dy \over dx} = 4$$

Slope of perpendicular line = -1/4

Hence, equation of line

$$y - 3 = ({-1\over 4})({x - (-3)})$$

$$4y - 12 = -x - 3$$

$$x + 4y = 9$$
