7x-2y= 3    re arrange

2y = 7x-3

y = 7/2 x - 3/2       slope , m = 7/2   

   perpindicular slope = - 1/m = - 2/7

y = -2/7 x + b    sub in the point given

 

6 = - 2/7 (-1) + b     show b = 5 5/7

y = -2/7 x + 5 5/7
