1st, perform the division

-3 - 2(4) + 1.3 =

-3 - 8 + 1.3 =

-11 + 1.3 =

-9.7

w - 2x + y / 2

PEMDAS: -3 - 2(4) + 2.6 / 2

-3 - 8 + 1.3

Now, left to right since we have only addition & subtraction left: -11 + 1.3 = -9.7.
