x^2+y^2-8y-33=0   add 33 to both sides 

x^2 + y^2 - 8y  = 33   complete the square on y

x^2 + y^2 - 8y + 16  = 33 + 16    factor

(x - 0)^2 + (y - 4)^2   = 49

The center of this circle is at (0 , 4) and the radius  = 7
