We have the following form.....

 

x^2 = -4py    where p is the focal length........  here, p= 17.2  .....so we have

 

x^2  = -4(17.2)y

 

x^2  = -68.8y    { we need the " - " because the focus lies below the vertex......thus.....this parabola turns downward }
