y = mx + b mx = slope
b = y-intercept
y = 2 + -3
i'm not sure if this is right but this is what I thought of when I saw this.

The slope is ( -1 - -3) / ( -1 - 0) = 2/-1 = -2
Using (0, - 3).....the equation is
y = -2x - 3
Standard form
2x + y + 3 = 0
