I have this fraction $${\frac{\left({\mathtt{3.09}}{\mathtt{\,\times\,}}{{\mathtt{10}}}^{-{\mathtt{9}}}\right)}{\left({\mathtt{0.02}}{\mathtt{\,\times\,}}{{\mathtt{10}}}^{-{\mathtt{9}}}\right)}}$$ and need to convert it to a percentage.
What I do know is that the $${{\mathtt{10}}}^{-{\mathtt{9}}}$$ cancels out and we are left with $${\frac{{\mathtt{309}}}{{\mathtt{2}}}}$$, but converting this to a percentage yields a weird number, 15450%.
Is this number $${{\mathtt{15\,450}}\%}^{{\mathtt{10}}}{\mathtt{\,-\,}}{\mathtt{9}}$$ or it is simply the 15450%?
How can the negative vales equal a positive number, I'm a little confused.
