-1.2 =
-(1.2) =
-(1 2/10) =
-(10/10 + 2/10) =
-(12/10) =
-12/10

alternatively you can just multiply the decimal by 1 in the form of 10/10

(-1.2) =
1*(-1.2) =
(10/10)*(-1.2) =
(10 * -1.2)/10 =
-12/10

the further right the digit is the smaller the PLACE VALUE that it has.
2 has the smallest place value - it is in the tenths column

the -1 is a whole number
so I could just say that it is

-1 and 2/10 and this can be simplified to -1 and 1/5 That is a mixed numeral.

If you want an improper fraction then it is -12/10 which simplifies to -6/5

There you go
