In the triangle with a height of 5.5 inches, the top RHS angle will be:

Sin(Top RHS) =5.5 / 11 =1 / 2

Top RHS angle = arcsin(1/2) = 30 degrees.

In the triangle with height h, the top angle is complementary =90 - 30 = 60 degrees.

So, this triangle is: 30, 60, 90 triangle.

Sin(30) = h / 9.9

1 / 2 = h / 9.9

h =9.9 x 1/2

h =4.95 inches.
