x^2+y^2-6x+4y+4=0       put into standard circle equation form

 

x^2 - 6x      +    y^2 + 4      = - 4       now, complete the square for x and y

(x-3)^2       +   ( y+2)^2     = - 4  + 9 + 4

(x-3)2         + ( y+2)2       = 9                     center is thus seen as   3, -2     and radius = sqrt 9 = 3
