The lateral surface area is  just the surface area of the side of the cylinder.....it's given by :

 

lateral Sa  = 2pi *r *h  =  2pi * (d/2) * h       filling in for d and h, we have

 

2pi * ( 14/2) * 45  =  about 1979.2 cm^2  = 1979 cm^2   [ rounded]
