General equation for line in slope intercept form is:  y = mx + c  where m is slope and c is y-intercept.

If line is parallel to y = 4x + 7 then it has the same slope, so m = 4

If it passes through (0, 8), the y-intercept is 8  (i.e. it's the value of y when x is 0), so c = 8

Hence y = 4x + 8
