Here's  one way to do this

 

arctan (13/9)  + arctan (1/3)

______________________     =  theta     

               2

 

tan (theta)  =

 

tan  [  ( arctan (13/9)  + arctan (1/3))  / 2 ]   =    3/4   = the slope of the  bisector
