It  appears  that  the  horizontal asymptote  is  y   =1

So   the ratio  of  coefficients  on  x in the numerator / denominator  =    1

So        1/B  =!

So  B   = 1

And  the vertical asymptote  looks to  be  x  =  -1

So  

B(-1)  +  C   =  0

1 (-1)  + C  = 0

C  =1

And  since   the x intercept  =   0    then

3 +  A  = 0

A = -3

So    A + B + C   =     -3  +  1  +  1   =   -1
