The number N is a two-digit number.

Since dividing by 10 gives R3, the number must end in a 3. Since remainder of /9 is 1, the multiple must be (3-1).

 

8*9 = 72.

 

72+1 = 73, which satisfies bullets 1 & 2.

 

73/11 = 6R7.
