Another option would be with a space at each end for a total 15 spaces

7/8 / 15  * 5280 = 7/120 mile apart = 308 ft apart

I see what they did ....but it is actually incorrect   ( see below)

7/8  / 14 =  1/16 mi apart      <======= this is how they calculated the answer

I think you may be over thinking it. Instead of placing the bushes at the very front and the very back, you just put bushes in the very front and leave a gap at the end.

Could it be 14 / 7/8 = 1/4 x 1/4 = 1/16?
