We can find the scale factor from the first cylinder to the second just by comparing any two similar parts

Note that the radius of the first = 1

And the radius of the second  =3

So...the scale  factor   =   1/3

For volume comparison....the ratio   =  (scale factor)^3  =  (1/3)^3  =  1 / 27
