I think you mean that the high temperature was withn 4 degees C either side of 18C if so, we have
l x - 18 l < 4 and this means that
-4 < x - 18 < 4 add 18 to everything
14 < x < 22
This means that the temperature could have ranged anywhere from 14C to 22C, but not including either value.....
