5x+6y=11     arrange to y = mx+b form      m = slope

6y = -5x +11

y = -5/6 x + 11      slope,  m  = - 5/6        perpindicular slope = - 1/m   =   -1 / ( -5/6) = 6/5

 

New line     y = 6/5 x   + b      sub in the point   15, -7   to calculate 'b'
