two equations:

2*(l+w)=700
l=w+60


2*((w+60)+w)=700
2*( w+60+w)=700
2*( 2*w+60)=700
4*w+120=700
4*w+120-120=700-120
4*w=580
4*w/4=580/4
w = 145
l= 145+60 = 205

test:
2*( 145+205 ) = 2*(350) = 700
