y=1/3x-2 through (-3,-1)

 

Parallel lines have equal slopes.......and the slope of the given line is 1/3 ...so we have

 

y - (-1)  = (1/3)(x - (-3))

 

y + 1  = (1/3)x + 1       subtract 1 from both sides

 

y = (1/3)x
