Slope intercept form of a line     y = mx + b     m = slope     b = y-axis intercept (this is when x = 0)

5x + 3y = 3    re-arrange

y = -5/3x +1    m = slope = -5/3       perpindicular slope =  - 1/m   =   3/5

so you now have    y = 3/5 x + b         sub in the values  x = 1   y = 2   (the point given)     to calculate 'b'  and you are done !!
