The slope of a tangent line to the circle at any point is given by -x / y where (x,y) is the point
So...the slope of this line is (-8/ 15)
And using the point....we have
y =(-8/15) ( x -8) + 15 simplify
y = (-8/15)x + 64/15 + 225/15
y = (-8/15)x + 289/15
