Two cases:

 

Case 1:  3x + 2 > 0     --->     x > -2/3

 

               Multiply both sides by  3x + 2:   (3x + 2)[ x / (2x + 2) ]  >  1(3x + 2)

                                                                                                 x  >  3x + 2

                                                                                               -2x  >  2

                                                                                                  x  < -1                   

              Combining:  This is imposible!

 

Case 2:  3x + 2 < 0     --->     x < -2/3

 

               Multiply both sides by  3x + 2:   (3x + 2)[ x / (2x + 2) ]  <  1(3x + 2)

                                                                                                 x  <  3x + 2

                                                                                               -2x  <  2

                                                                                                  x  > -1                   

              

               Combining:  -1  <  x  <  -2/3
